Minutes of meeting of the Adel Association

 Held on Thursday 20th October 2011

 In The Stables, Back Church Lane

1. The Chairman, Barrie Hopson welcomed everyone to the meeting.

2. Cold Calling Zones

Sally Dodgson from West Yorkshire Trading Standards attended the meeting to update us on Cold Calling Zones, how they work and how to get us started.

Angela Betts will coordinate with support from Cllr. Anderson to start this process. The first task is to get leaflets printed to deliver to all residents in the first area.

3. Holt Avenue Development

The Chairman updated the meeting on the current position with this proposed development. No formal planning application has been lodged with the Planning Department yet. The Chairman asked for comments on the new proposal. The comments made were as follows:

We need to know what examples there are in the area of similar properties with that colour of stone so that we can see what they look like.

Action Point – Chairman to contact David Wilson Homes to ask for locations that can be visited.

Plots 29, 30 and 31 are 2.5 to 3 storeys and facing on to Holt Avenue. These are too large for this particular part of the site.  They will dwarf the existing houses. Plot 29 should have been left facing the way it was in the original plans.

Access from Holt Avenue to Church Lane has not been improved from the original plans.

Access into the next field is still a concern. On Church Lane itself there is still an access directly into the site for 4 properties.

Some houses are right up against the verges, there is no space around them. Some of the gardens have open access on to the road, what is being done about 6ft high fences if they face on to the road. It is difficult to tell this from the plans.

No provision for older people who want to downsize – all the houses are large.

How do we let DWH know about the materials comparison – i.e. how can we look at the materials that will be used.

Paula suggested that we ask their architects to bring their sample board along to the next meeting.

Teresa said that all the properties they have can be viewed online.

4. Adel Neighbourhood Design Statement (ANDS)

Val Crompton gave an update on the Design statement which has now been updated. Of the 60 pages, 16 have been updated. Val had printed out some of the new inserts for people to take away.

This now need to be tweaked by the Planners at Leeds City Council. It now needs to be accepted by the Planning Department at the Council.

The updated ANDS will be available online.

Everyone at the meeting agreed they were happy with the amendments.

5. Localism Bill

A group comprising Geoff Steel, John Hartley, Barrie Hopson and Cllr. Barry Anderson have attended various meetings, workshops and consultations on this subject.

We need to set up a Neighbourhood Forum comprising 21 people All those present, in excess of 21 people, put their hands up to indicate they will be part of the forum. A small group needs to take forward the job of developing a local plan.

Cllr. Anderson explained the purpose of this plan and that it would sit above the ANDS and below the Council’s plan for Leeds.

We can wait until the Localism Bill goes through Parliament and the NPPF comes into effect. The national consultation ended on Monday 17th October.

Cllr. Anderson will take this forward in the New Year. Paula Brown offered to be on the Group and she collected some names of those who would be willing to help.

6. Pathway at East Causeway

Amanda Schonfeld attended the meeting to update us on her progress with getting a path established from East Causeway to the Mulberrys. She has carried out all of the consultation with local residents and now funding is the issue. Amanda has been finding out what grants might be available as the Council’s Highways department cannot fund the path due to budgetary pressures at present. A 70m stretch of path will cost approx. £10k.This is a shorter path than was first envisaged due to cost.

Of the three funding sources she has identified out of a possible 51 she is going to apply via the Adel Association. All those present agreed to support this. The Chairman will look at the paperwork that Amanda has and try to get some legal advice.

7. Website

Our Association Website needs to be rebuilt due to a fault with the previous one. This is being done currently with the help of Chris Cunliffe.

8. Unauthorised Signs

The Chairman wanted everyone to be aware that people cannot put up signs wherever and whenever they feel like it.  Unauthorised signs should be reported and Cllr. Barry Anderson said people could contact him.
