As per a request at the Adel Association meeting tonight (21/02/2008) please find set out below an extract of the minute from the Plans Panel meeting who deliberated on the above
Application 07/03001/FU - Laying out of Access Road and the erection of 68 Houses with Landscaping, former Eastmoor School, Tile Lane, Adel (Councillor Morton joined the meeting at this point, prior to consideration of this application) Further to minute 74 of the Plans Panel (West) meeting held on 6th September 2007, where Members noted a report on an application for a residential development on the former Eastmoor School Tile Lane LS16, the Panel received a further report seeking approval for a residential scheme comprising 67 units Plans, photographs, graphics, architect’s drawings and artist’s impressions were displayed at the meeting Officers presented the report and stated that following the comments made by the Panel, revisions had been made to the scheme which included an amended layout, revisions to siting and design of the affordable housing, retention of the chapel building, reuse of materials within the site, the removal of railings from the edge of the village green and the retention of the Blue Cedar tree on Tile Lane. To address the noise issues from the air extraction/ventilation of the neighbouring secure unit, a 2m high acoustic fence was being proposed, with details of the boundary treatment being conditioned Members were informed that the Civic Architect, Mr Thorp, had been consulted on the development and was of the view that the revisions, which had been made, had produced an outstanding scheme The Panel was informed that slight amendments to the layout in the area of housing between the chapel and the entrance, possibly with the end unit being sited closer to the chapel might be needed to achieve the on-street parking provision; and that affordable housing and public access and management of greenspace areas needed to be included in the Section 106 requirements Members commented on the following matters: - that the levels should be conditioned
- the type of acoustic fencing to be provided, which was stated as being close boarded and suitable to the setting
- the size of the ground floor windows of the houses, and that these seemed small
- detailing was needed to break up the flat elevation. Members were informed that Mr Thorp would be involved in helping resolve this matter
- that 1:20 details should be provided
RESOLVED - To approve the application in principle and to defer and delegate the final approval to the Chief Planning Officer subject to the conditions set out in the submitted report, additional conditions to cover the levels, and provision of 1:20 detailed drawings, plus any other conditions he may consider appropriate, and signing of a Section 106 Agreement requiring education contributions off site open space and play equipment contributions, funding towards traffic regulation orders and the provision of off street car parking, real time information display, a requirement for POS access and management, affordable housing, full metro subsidy package, woodland management programme and measures to monitor and review the effectiveness or otherwise of all S106 objectives together with appropriate remedial measures to be agreed with the Council
